Evaluation


The Evaluation Area is central to UNDP's work in the region, covering the entire cycle of Results-Based Management, the Country Offices and Regional Program, along with partners and UNDP counterparts in Latin America and the Caribbean.

This is part of an overall management strategy aimed at achieving better performance and demonstrable results in order to promote learning, risk management and accountability. This approach has been adopted by many multilateral development organizations, bilateral development agencies and governments around the world in recent years.

Goals

The objectives of the Area, derived from its responsibilities are:

a) Promote result oriented planning and monitoring, by working together on the design process and the formulation of theories for change and results frameworks, and establish systems and follow up systems that are result oriented.

b) Improve the quality, credibility and use of evaluations through comprehensive technical support in the evaluation processes.

c) Promote a culture of evaluation in the region, through the exchange of experiences and building on good practices.

d) Development of national capacities in countries for Result Based Management and Monitoring and Evaluation at regional, national and local levels through training and supporti of the development of national systems of Monitoring Evaluation.

Our stories

Promotion of a participative methodology for management responses, the Cuba experience

Assessing the impact of the Program Paìs of Cuba "Increased capacity for prevention and recovery after disasters with emphasis on the most vulnerable territories, incorporating a gender approach" has a special meaning for Cuba, it is the first assessment of this category at country level and it was performed precisely in an area in which the country shows high experience . In preparing this assessment, we developed a methodology that was shared with key national institutions involved. Thanks to this, there is a final report with an action plan that paves the way for making decisions of strategic actions. In turn, this forms the basis for building a management response with a clear format of what is expected for a new schedule in line with the methodology to identify in the most appropriate way possible, the main actions to implement the recommendations of the evaluation. Evaluation of results of the Office in Guyana

The Guyana UNDP office concluded in 2010 an interesting assessment of the effects on the environment and poverty. The purpose of the evaluation, using a hybrid design, was to better understand the contributions of UNDP in the subject and to identify synergies and opportunities to improve poverty-environment linkages that possible integration achieved in the next Country Programme. This approach was applied to meet the requirements given by the policy priorities of Guyana (Development Strategy of Low Carbon), but also for the interest of the global UNDP to make a better connection between the challenges of poverty and issues environment. Despite this, one of the lessons is that we have to be very realistic with planning. The other lesson is the importance of a good evaluation team. The Guyana Office succeeded in identifying assessors, since not only were they required to understand the methodology of the assessment, but they also had to have deep knowledge of the subject areas and understand the local context and organization. To promote the use of evaluations, the Office of Guyana is proposing to develop their own knowledge management system, so that "we can use this information not only our for our own program, but also to share with other UN agencies, international development agencies and key partners " .
